RSM Team

Miriam O’Brien is the Director of RSM, a qualified Civil Engineer with almost 18 years of experience within the Traffic and Transportation Engineering & Planning Industry, working for both public and private sector clients in Ireland and the UK. Miriam has specialised for almost twelve years in Road Safety and Collision Investigation and Prevention, including Road Safety Engineering, Road Safety Education, Training and Research and Road Safety Auditing, and has established and managed a number of Road Safety Teams within these areas. She is also an NRA approved Road Safety Audit Team Leader (all scheme types) and has carried out hundreds of Road Safety Audits, Stages 1 to 3, as well as a significant amount of post installation/construction collision monitoring (Stage 4).

Miriam worked for Manchester City Council for several years as head of their Collision Investigation Unit, where she gained extensive experience in providing Road Safety Engineering, Enforcement, Education and Evaluation services (known as ‘The 4 Es’), with the objective of achieving National Casualty Reduction targets and optimising capital spending on Road Safety Issues. This experience enables RSM to adapt their services to the needs of the public or private sector, or members of the public themselves for road safety matters which impact on all of us.

Under the direction of Miriam, RSM has developed innovative approaches to addressing road safety issues, and has established and nurtured relationships and partnerships within other organisations and companies, forming a number of strong alliances with dynamic individuals and organisations involved in the field of Road Safety Consultancy and Road Safety Engineering, at National and International level, including the Road Safety Authority (RSA), the NRA, the National Transport Authority (NTA), the Dublin Transportation Office (DTO), as well as Road Safety Engineers (RSEs) and Road Safety Officers (RSOs) in many Local Authorities (LAs).

Miriam’s collaboration and co-operation with other Private Sector Consultants and Organisations involved with Road Safety has enabled RSM to avail of supplementary specialist input and assistance as required throughout the course of any Road Safety related commission for the benefit of each client. Depending on the client’s need for a Road Safety Auditing Team for example, RSM can utilise the services of other NRA approved Independent Road Safety Auditing specialists, throughout Ireland, on an ad hoc basis.

In addition to her Road Safety expertise, Miriam has worked on a wide range of transport design projects and studies throughout Ireland and the UK, and has detailed knowledge of the design, evaluation, implementation and management of road schemes and projects, encompassing a vast array of skills including road and junction layout and design, traffic management, and transport infrastructure integration and strategic masterplanning and development, inclusive of multi-modal transport design. RSM also benefits from assistance and collaboration with an established network of Independent Traffic, Transport and Environmental Consultants.

Miriam also currently serves as an active member of the Kildare County Council (KCC) Transportation, Safety and Emergency Services Strategic Policy Committee (SPC), where she provides on-going support and advice in the derivation of Strategic Council Policy on a wide variety of Transport related issues. Miriam’s has used her knowledge and expertise to make informed and practical contributions towards all strategies and plans which have been on the KCC Transportation & Safety SPC agenda since she became a member in early 2010.

On-going safety engineering advice and training is provided to all engineers, designers and auditors throughout the course of every RSM project, hence we can pride ourselves on personnel who are fully briefed and competent in the design of safe schemes at all levels. Training objectives are also in place to ensure the Road Safety Teams expand their AIP, Safety Auditing and Road Safety Design skills on an on-going basis.
